Each year hundreds of motorists are killed on Missouri roadways because they don’t take two seconds to buckle-up. According to the Missouri Department of Transportation, Missouri drivers are less likely to use their seatbelts when compared to the national average. The Springfield Police Department is committed to increasing the seat belt usage rate for our area and believes related efforts can reduce unnecessary fatalities and injuries. Statistics prove high visibility from law enforcement leads to a positive change in driver behavior. In light of that fact, police will be participating in a statewide Click It or Ticket campaign from May 19th to June 1st, 2008. During this time period, two extra officers per day will be working in accident-prone areas to increase seat belt usage. Anyone found not wearing a seat belt could be written a ticket, so police encourage the motoring public to buckle up before they head out onto Springfield streets. Police participation in the campaign will be paid for by the Missouri Safety Center.
After a thorough investigation, Springfield Police believe a woman fabricated her recent account of an attack in the Lake Shore apartment complex. On 4/28/08, a Springfield woman told police she fought off an attack in her apartment late that evening. The 34-year-old claimed she was inside her residence in the 3600 block of S. Cox Avenue when she saw an unknown suspect enter through an unlocked door. The subject then reported a violent struggle between herself and the suspect. After speaking with many witnesses and closely examining the evidence at the crime scene, police now believe the reported incident never occurred. Subsequent interviews with the alleged victim have confirmed that suspicion. Presumably, this incident has caused many other residents in that area to fear for their safety. Also, police have spent many hours investigating the incident, believing the initial report to be legitimate. Considering the impact to the community and its resources, investigation into the incident is ongoing and charges may be filed against the subject who made the false police report.

The girl had been assaulted in the house, but managed to flee the residence before the fire engulfed the home. All media are invited to attend the conference, which will be held in the briefing room at North Police Headquarters, 321 E Chestnut Expressway.

The "Young Massacre," one of the most infamous crimes in law enforcement history, occurred when four Springfield officers, the sheriff, and his deputy were killed during a gun battle with two brothers. Two other city officers were wounded. The brothers were wanted for the 1929 murder of the Republic City Marshall. Springfield police officers killed during the rampage were Chief of Detectives Tony Oliver (who had arrested the killer of Detective D'Armond in 1928) and Officers Albert "Sid" Meadows, Ollie Crosswhite, and Charles Houser. Greene County Sheriff Marcel Hendrix and Deputy Wiley Mashburn also died. SPD Officers Owen Brown and Frank Pike received gunshot wounds during the shoot-out.1933- Motorcycle Officer Tom Persell was kidnapped by Bonnie and Clyde. He was released unharmed several hours later in Joplin, Missouri.1997- Officer Greg Wheelen was shot by Marty Swindle during a standoff at the American Inn. Officer Wheelen survived, but Swindle was killed in an exchange of gunfire. The US Marshal’s Office wanted Swindle on drug charges. The voters of Greene County passed a 3/8-cent county sales tax. The Greene County Law Enforcement Tax Initiative expanded a new jointly operated county/city jail, developed a countywide communications system, and put more officers on the street for the entire county. The Police Department became an Accredited Law Enforcement Agency through the Commission on Accreditation for Law Enforcement Agencies, CALEA.2002-2004– The South District Station/Fire Station #6 was dedicated. The combined facility measured 44,000 square feet and greatly relieved overcrowding at Headquarters. During the spring of 2004, a major renovation of the 35-year-old Headquarters building began. Upon completion of the $3.8 million project, the modernized facility utilized floor space more efficiently and featured wireless technology throughout much of the building.A complete historical timeline of the Springfield Police Department can be found attached to this document, or at this address on the web: http://www.springfieldmo.gov/spd/AboutTheSpd/history.html In celebration of the 150th Anniversary, a special commemorative pin has been issued for employees to wear on their uniform that incorporates design themes from both old and new police uniforms. Also, a special ceremony is planned to commemorate the anniversary on Wednesday, May 7th, 2008, at the Old Calaboose station located at 409 W. McDaniel. The public will be invited to attend. Following the ceremony, the Calaboose will be opened for public viewing of historic police memorabilia and pictures. |

On Monday Feb 25th, at about 3:00PM, 911 received a phone call reference a naked man standing in front of a residence at 1406 S Arcadia Av. The caller was concerned that her juvenile daughter had seen the man and wanted police to take action. After police arrived, they were unable to make contact with anyone at the address, but were able to learn a possible identity of the resident. After attempts to locate the suspect were unsuccessful, a Springfield patrol officer wrote a report to be sent to detectives for follow-up. A witness came forward a day later, after seeing the incident described in media reports. The witness gave police a definite suspect description and confirmed the address. After examining the information from both reports, detectives began working with officers from the Community Oriented Police section to take the suspect into custody. At approximately 9:30AM today, an arrest was made of Randy Sloan (DOB 7/1/52), after he answered the front door of his residence at 1406 S Arcadia Av. The arrest was based on probable cause for Sexual Misconduct Involving a Child, which is a Class D Felony in Missouri. Had a child not witnessed the incident, it would have been misdemeanor Indecent Exposure.Outside of this incident, Police do not have sufficient evidence to attribute any other acts of Sexual Misconduct or Indecent Exposure to Sloan. As always, Police encourage citizens to call 911 when they witness crimes such as these, as those acts are usually repeated until the perpetrator is caught. Even if a citizen has very little information for police, the report can still be used to identify problem addresses or areas. Certainly, that type of information can prove invaluable during the investigation of a future case. Sloan is currently in custody and Springfield Police detectives will be asking the Greene County Prosecutor to file charges against Sloan by the end of the day. Due to pending photo lineups, a booking photo will not be made available until a later date.

Although Ronald was cooperative, the suspect began striking him in the head, knocking Ronald to the ground. The suspect then picked up a nearby tree limb and began hitting Ronald with the limb. Unbeknownst to the suspect, Stoney Simmons and Deanna Moore happened to be driving by and noticed Ronald on the ground. They immediately got out of their vehicle and challenged the suspect, who quickly ran away.Soon after, Barbara Lamoureaux drove up to assist. Stoney and Deanna told Barbara what had happened and the direction the suspect had ran towards. A suspect description was broadcast over the police radio and Springfield PD Officer Anthony Gomez soon located a subject matching that description. When Gomez told the suspect he was under arrest and handcuffed him, the suspect began to violently fight the officer. In 1994, the first annual citizen’s survey was conducted to determine the needs and concerns of residents with regard to the Springfield Police Department. This year marks the fourteenth consecutive year that the survey has been distributed to Springfield residents. The survey, prepared by the Center for Research and Service of Missouri State University, was sent to 4,000 households with a response rate of 25%.According to the survey respondents, the issue of drug enforcement has been rated as their top crime priority for the Springfield Police Department. Furthermore, when asked to rank six police services, heavy enforcement of drug activity was ranked number one. The respondents listed noise problems as the number one concern around their home or neighborhood, followed by burglaries, vandalism and theft from vehicles. The survey also asked respondents to rate the Police Department and it’s effectiveness in the community. According to the survey, 78% of respondents reported that the Police are serving the community’s needs. This rating has been as high as 89% in the past few years. The survey also showed the community “strongly agreed” in every rating that Department representatives were fair, courteous and respectful. Last night, at about 9:45PM, a subject entered the Jump Stop convenience store at 1207 W Kearney and demanded cash from the clerk, saying he had a gun. The clerk eventually complied and the suspect was able to flee with cash in hand. After police arrived, they discovered the suspect description matched the description from eight other recent robberies.Over the past week, police have been receiving numerous tips of possible suspect names regarding a string of robberies. Most of these reports have come from people who have seen the suspect photo in media reports. In an attempt to catch the serial robber, police detectives formed a special task force to follow up on the list of possible suspects. The task force was made up detectives, patrol and special response officers, all with different areas or addresses to cover. Unknown to last night’s robbery suspect, one of these teams had been looking for him at the Budget Inn at 2455 N Glenstone Ave. Fifteen minutes after the robbery on W Kearney, this team noticed a subject run into a room that matched the broadcast description. Police were able to confirm the subject’s identity, and also that an arrest warrant had been issued for him. An attempt at contact was made, however the suspect would not come to the door. It was discovered the suspect had a confirmed warrant for his arrest (Probation Violation, out of Christian County, MO).Due to the suspect’s claims of having a handgun, the Special Response Team was called in to handle the situation as a barricade. After three hours of negotiation attempts, with little or no return communication, SRT breached the room’s window and entered the room, taking the suspect into custody. No gun was found in the room. The suspect arrested was Kristy L Ash (DOB 2/25/67, of Springfield). At this point, he is believed to be responsible for eight other robberies, over a ten-day span. Ash was lightly injured from glass shards received during SRT’s entry, however treated at a local hospital and later booked into jail on one count of First Degree Robbery. On 1/04/08, Springfield Police received a call reference suspected marijuana plants at 318-5 W Park Central Sq. A Patrol officer arrived on scene, verified the call information and contacted drug investigators who then executed a search warrant to seize the plants. A large number of mature marijuana plants were discovered inside the address, however no occupants were inside the apartment at the time of the search warrant. Police detectives located another possible address for two suspects, Chase Heard (DOB 2/17/83) and Nathan Swearengin (DOB 11/07/82), both of Springfield. They went to the address, 1106 W Battlefield, to check for the suspects. The suspects were not there, however sufficient evidence for a search warrant was obtained. While inside the residence, another significant marijuana growing operation was located. While investigating the original scene, information had been located that suggested a third suspect address of 1534 S Campbell. Drug investigators went to that location and found both suspects, both of whom were subsequently arrested for Distribution/Manufacturing of a Controlled Substance. A 2-year-old girl was also found at the address, she was later released to family members. After a search warrant was obtained, Police found a large amount of processed marijuana in the basement. A fourth address, 1151 E Seminole St., was identified. During a search warrant at that address, a third growing operation was recovered. No one was located inside that address. On the afternoon of 8/04/07, Springfield Police Officer Chris Willett was sent to an address on E. Battlefield to check for a wanted person. The call was overheard on the police radio by off-duty Corporal Steve Schwind, who had been providing security for a local jobsite. Cpl. Schwind recognized the wanted subject’s name, and remembered the subject was a parole absconder that had at least two warrants for his arrest. The suspect was also known for carrying a handgun with him at all times. Due to Cpl. Schwind’s concerns, he decided to notify the responding officer, to warn him and suggest additional officers should be sent. In addition to Ofc. Willett, Corporal Darren Whisnant and Officer Rod Smith were sent to the area. While still enroute, Cpl. Whisnant saw the suspect vehicle turn into the Signal Food Store parking lot at 2810 E Battlefield. Cpl. Whisnant updated the other officers on this info and waited for them to arrive. After officers Willett and Smith arrived, they positioned their vehicles behind the suspect vehicle, to prevent him from leading them on a dangerous vehicle pursuit. They quickly approached the vehicle, identified the suspect and demanded he exit the vehicle. The suspect did not comply, but instead drove backwards into the police cars. The suspect then drove forward, into the Food Store’s glass wall. By using a Taser, Cpl. Whisnant was able to incapacitate the suspect sufficiently to allow Ofc. Smith to pull the suspect out of the car. The suspect, even after being pulled from the vehicle, continued to fight the officers in an attempt to get away. It took all three officers to gain control of the suspect, even after using the Taser and O.C. spray. When the dust cleared, two of the officers had been injured, and extensive damage was recorded, both to a police car and the Food Store. In spite of the extreme actions they were forced to address, the efforts of all four officers working together led to the dangerous suspect’s apprehension, without loss of human life. For their efforts, all four officers are going to be awarded department commendations in a ceremony at South Police Headquarters. |

Saturday evening, at approximately 7:30PM, two suspects entered the Dollar General store at 2422 W Division. They tried to return items they had purchased at a different Dollar General store less than an hour before. After being denied, they both left, only to return a few moments later. They selected some jeans from a store rack and took them to the register area. After a bystander entered the store, one suspect apparently became nervous and left the building. The other suspect stayed and proceeded to rob the store, threatening the clerk with being shot unless they gave up the money from the cash register. Both suspects were able to flee from the store with the stolen cash in hand. Officers soon arrived and began their investigation. Upon learning the suspects had bought some merchandise a different Dollar General, they made efforts to determine which store had sold the original merchandise. Through witness interviews, police learned the two suspects had been in the Dollar General store at 1091 E. Commercial. Police interviewed the clerk at that location and gained a solid suspect description. In a short amount of time, police gained solid suspect info and spoke with numerous witnesses who could identify the suspects, but still had not been able to locate the suspects. The Criminal Investigations Division coordinated with the Special Investigations Unit (SIU), giving them all known suspect info. SIU followed up on those leads and began watching likely addresses for the suspects. At approximately 10:30PM, SIU officers performed a traffic stop on a vehicle that had left one of the likely addresses. From that stop, the main suspect in the robbery (Jason Hutchinson, 32 yrs old, of Springfield) was identified and arrested. Information gained during that arrest led police to 2107 N Taylor, where the second suspect (James Spears, 47yrs old, of Springfield) was identified and arrested. The information also led police to 2302 N Weller, where the getaway vehicle was found parked in a driveway. It was seized as evidence and stolen property was recovered. Hutchinson has been charged with 1st degree Robbery (unknown bond amount). At this time, Spears has not been charged in the robbery. |

The officer quickly retreated to a safe place and called for backup. Negotiation attempts were initiated immediately. Additional police arrived, along with EMS, and a perimeter was set.
